| Upon creating a toon there is no option to make an instant lvl 60.
The only choices there are, are lvl 15 and lvl 30. There is also an unclickable button called HARD. It is on the position where normally the button of Ultimate Mode is.
The button normally used for Easy Mode is blacked out.

| That is a visual error and my fault. It will be fixed with the next patch. As always on a private server, to unlock "UM" or in this case 60 mode, you have to go to character create screen, then close the game and relog. You don't have to make another character, just go to the creation screen. Sorry for the confusion.
